Policy Purpose and Scope

  • Creating a positive environment that promotes the health, wellness, safety and security of children is of upmost importance to the university. These guidelines and expectations are intended for program administrators, faculty, staff, students and volunteers.
  • The U-M Standard Practice Guide: Policy on Minors Involved in University Sponsored Programs or Programs Held in University Facilities requires registration of programs or events and provides guidance for all programs and events serving children
  • These guidelines apply to programs and activities under the direction and authority of the university on all campuses (Ann Arbor, Michigan Medicine areas, UM-Flint, UM-Dearborn) or off-campus.
  • Sponsors of programs/events are responsible for ensuring full compliance.

Who is Covered

  • All children under the age of 18
  • Exceptions:
    • Children covered under the policy are children under the age of 18 who are not enrolled in — or who have not been accepted for — enrollment in a degree program at U-M.
    • The exception does not apply to children who are dual enrolled at U-M and in an elementary, middle or high school.
    • Children attending events open to the public
    • Children participating in Institutional Review Boards supervised research
    • Minor employees

Covered Programs

University-Sponsored Programs: Programs that are managed by U-M faculty and/or staff or Sponsored Student Organizations on behalf of the university.

Non-University-Sponsored Programs: Programs that are not operated on behalf of U-M or under its control

  • Programs sponsored by Voluntary Student Organizations
  • Programs managed by third parties
  • Programs managed by individuals affiliated with the university, but not authorized by the university
  • Policy applies when those programs occur on university-controlled property or facilities
